How to Get a New York Watch, Guard, or Patrol Agency License
The New York Department of State Division of Licensing Services requires individuals to be licensed and bonded before opening or working as a watch, guard, or patrol agency in the state.

How to Become a New York Watch, Guard, or Patrol Agency
Follow these eight steps to apply for your watch, guard, or patrol agency license in New York.
Step 1: Verify eligibility
Before applying for your New York watch, guard, or patrol agency license, verify that you meet the following requirements:
- Be at least 25 years old
- Be the owner of the business
- Have at least 2 years of relevant experience or an equivalent position
Step 2: Pass the exam
You must pass the multiple-choice patrol agency exam before applying. Bring your current photo ID, #2 pencils, admission notice (if applicable) and a $15 check to the exam.
You’ll receive a notice in the mail about your results: pass or fail. Exam results are valid for two years.
Step 3: Submit fingerprints
Next, you must complete electronic fingerprinting and submit the $88.50 fee, payable to IDEMIA. You’ll file proof of fingerprinting with your application.
Step 4: Purchase your surety bond
Purchase a $10,000 surety bond (Form DOS-1536) from a licensed surety provider. The New York watch, guard, or patrol agency bond costs $88 for the 2-year term. This bond ensures compliance with the state's licensing regulations — safeguarding clients and maintaining industry standards.

Step 5: Obtain liability insurance
If you plan to hire security guards, you must purchase at least $100,000 in limited liability insurance, or $300,000 in aggregate coverage.
Step 6: Complete application
Fill out the Watch, Guard or Patrol Agency Application form and include all attachments. On the form, you’ll need to include your work history, residence history and five character references.
Step 7: Pay license fees
Submit your application fee via check, money order or credit card (using a credit card authorization form), made payable to the Department of State. Be sure to include the appropriate fee payment, as required.

- $400 for a corporate or business license; plus $400 for each branch office.

Step 8: Await approval
After submitting your application, payment and supporting documents, the Division of Licensing Services will review your submission. You’ll receive your license once all requirements are met and approved.

How to Renew Your New York Watch, Guard, or Patrol Agency Bond
You must renew your private investigator bond before the current two-year term ends. After paying your renewal invoice, you'll receive instructions to ensure your bond remains active for the upcoming term.
