In California, you must complete the licensing process before becoming an independent adjuster according to California Insurance Code Section 14021. Independent insurance adjusters investigate insurance claims to determine if the insurer should cover damages and how much they will pay for.

How Do I Become an Independent Insurance Adjuster in California?

To become an independent adjuster in California, follow these eight steps. 

Step 1: Verify Eligibility

You must meet the following requirements of the California Department of Insurance (CDI) to be eligible for an independent adjuster license: 

  • Be at least 18 years old
  • Be or have an appointed qualified manager who is a resident
  • Have no criminal record* 

*If you have been convicted of a felony involving dishonesty or breach of trust, you can apply only if you receive written consent from the Insurance Commissioner. 

Step 2: Pass the license exam

California independent adjuster applicants must pass the state licensing exam. To prepare, review the Independent Insurance Adjuster Examination Objectives and take an optional prelicensing course. 

The qualifying independent adjuster license exam is administered by the CDI. Create an account with PSI Exams, select the proper test, schedule an exam and pay the $79 fee. Results are valid for one year.

Step 3: Obtain a 2x2 passport photo

Submit a 2X2 passport photo with your application. Mail-in applications need two copies attached. 

Step 4: Submit the application

Submit your application in one of three ways:

  1. Online through Sircon
  2. Online through NIPR
  3. Mail-in through the PDF form

You’ll also need to pay a $311 application fee which covers the 2-year license term.

Step 5: Purchase a $2,000 surety bond

The California Department of Insurance requires all independent adjuster licensees to purchase a $2,000 surety bond to ensure honest business practice per California Insurance Code 14050-51

Step 6: Submit your fingerprints 

After applying, visit accuratebiometrics.com to schedule a fingerprinting appointment. You must bring two items with you to your appointment:

  1. Request for Live Scan Service form
  2. California Resident and Non-Resident Fingerprinting Instructions form 

Be prepared to pay the following fees:

  • FBI processing fee: $17
  • DOJ processing fee: $32
  • “Rolling fee”: $20-$45, depending on location

How to Renew Your Independent Adjuster License

California independent adjuster licenses expire after two years. The license term begins the date the license is issued and ends two years later on the last day of that same calendar month. 

You should receive an email about 90 days prior to expiration with instructions for renewal, your license number, license type and continuing education requirements. If you do not receive an email, visit Sircon’s Renewal and Reinstatement Service or NIPRS’s Licensing Center to renew your license. 

If you renew after the expiration date, you’ll have to pay a late fee. 

What Are the Continuing Education Requirements for California Independent Adjusters?

Once you receive your license, you need to complete continuing education. California independent adjusters are required to complete a minimum of 24 hours every 2 years with at least 3 hours in ethics. 

How Much Does It Cost to Get an Independent Adjuster License?

The total cost of becoming a licensed California independent adjuster is typically around $550–$600. This includes the following expenses:

  • Application fee: $311
  • Examination fee: $79

How Do I Qualify to Register My Employees Online?

If you are a qualified licensed insurance adjuster, adjuster firm, or manager, you can register your employees online through the CDI. Simply provide your employees’ full names and social security numbers at the time of hiring.

Can I Conduct Business in California Outside of My Primary Location?

If you conduct business outside of your principal place of business in California, you need a Branch Office Certificate. You can get one by submitting the application form and $52 fee to the following address:
